Definitely looks like a struck through grease error to me. Please note in the pictures how especially toward the center of Jefferson face/hair there is like a grainy texture to the coin. I believe you can see it in other areas as well but that's the most prominent.
Definitely uncirculated coin. Steps are not much to speak of but otherwise the coin is very nice in my opinion.
